Community Action of Eastern Iowa (CAEI) is a nonprofit agency with the mission of empowering individuals and families to overcome barriers and achieve lasting self-sufficiency. We serve four main counties, Scott, Clinton, Muscatine and Cedar counties. Some additional counties are served by specific programs. We are able to serve over 25,000 people every year, “helping people, changing lives.”

We deliver a broad range of services through our key programs, such as Head Start and Early Head Start (HS/EHS), Low Income Home Energy Assistance Program (LIHEAP), crisis/utility assistance, Weatherization, Family Development and Self-Sufficiency (FaDSS), Child Care Resource & Referral (CCR&R), a 24/7 food pantry, and more. These programs, blended with community resources and support, coordinate resources to assist families in moving out of poverty and towards a living wage.
