HR/Communications Manager

Minimum Level of Education/Experience Required
Bachelor’s degree in HR Management, Business Administration, Communications, or equivalent field, plus a minimum of 3 years of related experience. Previous supervisory experience and an HR certification (PHR, SHRM-CP, or equivalent) are preferred. A valid Iowa or Illinois Driver’s License and proof of automobile insurance are required.

The successful candidate will bring:
- Strong written and verbal communication skills that connect, engage, and inform diverse audiences
- Openness to learning and receiving training on new material to improve implementation, aid in monitoring, and fill any knowledge gaps relating to HR and/or Communications
- Ability to develop and execute multi-channel communications strategies (digital, print, social media)
- Experience building and improving systems, policies, and procedures
- Knowledge of HR compliance and accountabilities, such as FMLA, Workers’ Compensation, etc.
- Excellent interpersonal skills with a talent for coaching, advising, and supporting supervisors and staff
- High degree of discretion and professionalism in handling sensitive employee and client information
- Collaborative mindset with the ability to lead cross-departmental initiatives and build lasting partnerships
- Tech-savvy with proficiency in Microsoft Office Suite and content management tools
- Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment

In this role, you will:
- Develop and maintain a comprehensive agency-wide communications plan that builds community awareness, trust, and engagement across all platforms
- Manage and continuously improve the agency’s HR systems, ensuring compliance and consistency at every step
- Serve as a trusted advisor to program directors and supervisors, providing guidance on employee relations, staff development, corrective action, and performance management
- Drive the agency’s external presence through social media, newsletters, press releases, and a well-managed, accessible website
- Champion employee benefits awareness and FMLA compliance, ensuring all staff receive the guidance and training they need
- Collaborate directly with the CEO to cultivate a healthy agency culture and build relationships with community partners, funders, and stakeholders
- Lead and mentor front desk administrative staff, fostering a culture of excellence, hospitality, and clear communication
- Spearhead the annual Customer Satisfaction Survey process, analyzing results and turning data into actionable improvements
- Structure and maintain an intuitive information-sharing system so staff can always find the policies, resources, and guidance they need
- Occasionally represent the agency at community meetings and events, amplifying our voice, strengthening our resources, and deepening our connections across Iowa
Travel Requirements
The HR/Communications Manager will primarily work out of the Scott County (Davenport) Main Office, located at 500 E. 59th Street, Davenport, IA 52807. Some flexibility for remote / telecommute work will be available, but the majority of hours each week will occur in the office. Opportunities for attending trainings and conferences to build knowledge in managed specialty areas or to better learn the Community Action network will be made available.

We serve four main counties, Scott, Clinton, Muscatine and Cedar counties. Some additional counties are served by specific programs. We deliver a broad range of services through our key programs, such as Head Start and Early Head Start (HS/EHS), Low Income Home Energy Assistance Program (LIHEAP), crisis/utility assistance, Weatherization, Family Development and Self-Sufficiency (FaDSS), Child Care Resource & Referral (CCR&R), a 24/7 food pantry, and more. These programs, blended with community resources and support, coordinate resources to assist families in moving out of poverty and towards a living wage.
